Even as liberal as I am, I feel like some oversight is warranted on grants issued. I am not sure what goes on in Texas and I find this situation a little disturbing.
I am not saying that we should not support people that want an education, but the grant applicants need to be evaluated better and the money issued needs to be accounted for. In this case, the ball was dropped, not so much by the recipient but by the government body that issued the grants without proper justification and documentation. If he submitted fraudulent documentation, that situation must be addressed by law enforcement.
